TL;DR: TikTok had about 49.5 million monthly users in Japan at the end of May 2026. It is no longer a teenage channel: more than 40% of Japanese people in their thirties and forties use it, a curve close to America’s. TikTok Shop launched on 30 June 2025, and live streams drive most of its content sales.

Overseas brands that have made TikTok work in the United States or Southeast Asia usually arrive in Japan with one question they cannot answer from their own dashboards: is TikTok in Japan the same platform they already know? The honest answer is partly. The app, the ad products and the For You feed are the same. The audience, the way people move from a video to a purchase, and the rules that apply to creator content are not.

This guide treats TikTok in Japan as a market rather than a casting exercise: who uses it, what our own surveys of Japanese users show, the ad products and account rules for advertisers based overseas, and where TikTok Shop stands as of September 2026. Every figure carries its source and date, listed in full in the methodology section. TikTok in Japan by the Numbers

TikTok had approximately 49.5 million monthly active users in Japan at the end of May 2026, according to TikTok Japan’s own figures. The count combines TikTok and TikTok Lite with duplicates removed. In November 2025 the company had announced that the same measure had passed 42 million, so the Japanese audience added up to 7.5 million users in roughly six months.

Monthly Users, Growth, and Time Spent

  • Monthly users: about 49.5 million (end of May 2026, TikTok Japan, published 9 June 2026).
  • Share of the population using it: 36.7% of people aged 13 to 79, in the Ministry of Internal Affairs and Communications (MIC) FY2025 media survey, fielded in December 2025 and published in June 2026. The same survey recorded 33.2% a year earlier and 14.9% in 2020.
  • Scale relative to the world: TikTok puts its global audience at more than one billion monthly users, so Japan accounts for under 5% of the global audience. Global benchmarks and case studies will mostly reflect other markets.

On time spent, TikTok does not publish a Japan average, and we do not use third-party estimates of it. The most direct evidence we have is our own survey: 72.40% of Japanese TikTok users who answered watch for less than an hour on the days they use it, with 10 to 30 minutes the most common answer. TikTok in Japan is used in short, frequent sessions rather than long evenings.

The ecosystem around those users is also large. TikTok Japan counted more than 480,000 advertisers in November 2025, and its commissioned Socio-Economic Impact Report estimated that 2.35 million people in Japan created content on TikTok in 2025, up from 2.26 million a year earlier. The platforms count users differently, so compare them on the government usage rate, which uses one method for all six. On that measure LINE and YouTube are infrastructure: more than 90% of people in their teens to forties use both. TikTok plays a different role. It is where Japanese users come across things they were not looking for, from products to restaurants to songs, which makes it a discovery channel rather than the place a customer relationship lives. In practice TikTok sits at the top of a Japanese funnel and hands people on to search and retail sites, as our purchasing survey below shows. Who Is Actually on TikTok in Japan

Yes, TikTok is popular in Japan, and not only with teenagers. The assumption most global teams bring is that Japanese TikTok is a Gen Z channel. The government data says otherwise, and our own survey shows that older users on the app are not occasional visitors.

Teens and people in their twenties are still the heaviest users, but the growth is happening further up. Usage among people in their fifties rose by 6.7 points in a year, and more than four in ten people in their thirties and forties now use the app. Women use TikTok more than men, 41.7% against 31.8%, and the gap widened in the latest survey.

TikTok Shop’s own data points the same way: in its July 2026 one-year update, TikTok Shop Japan said about 60% of its users were 35 or older.

What Our Own Survey Shows

hotice ran two surveys of Japanese consumers about TikTok, published in February 2026: a usage survey with 528 respondents and a purchasing behaviour survey whose results are based on 631 respondents. The published reports do not state the fieldwork dates or the sampling method, so treat the figures below as a directional read of Japanese users, not a census.

Daily use stays high with age: it peaks in the twenties at 71.00%, but 51.96% of respondents in their forties and 48.28% in their fifties still open the app almost every day, so an older user on TikTok is not a light user. And most viewing happens in gaps in the day, with before bed and lunch breaks the most common times. Three Ways TikTok in Japan Differs From Your Home Market

Most English-language guides treat TikTok as one global platform. For planning in Japan, three differences matter, and the first is a difference from the stereotype rather than from the US.

The Age Curve Is Older Than Its Reputation

If your home market is the United States, the Japanese age curve will look familiar. Japanese TikTok is not younger than American TikTok, whatever its reputation.

The age bands and survey methods differ, so read this as a shape rather than a precise comparison. The shape is close: Pew found 37% of US adults use TikTok, and the Japanese figure for ages 13 to 79 is 36.7%. The real gap is between the data and the teen-only picture of Japanese TikTok that still circulates in market entry decks. In the latest Japanese survey, the biggest year-on-year gains came among people in their fifties (up 6.7 points) and thirties (up 5.0 points). Creative, casting and targeting aimed only at teenagers miss that growth. What to change: plan Japanese TikTok as a broad-age channel, and test age targeting from 35 upward instead of excluding it by default.

Discovery Is Still the Job, Not Conversion

Japanese users find products on TikTok and then leave to check them. Among buyers in our purchasing survey, 44.75% searched for the product on a search engine after seeing it on TikTok, and 39.50% checked the price and specifications on the official site or a major retail site such as Amazon. Only 18.25% bought on the spot. More than half of buyers in their thirties (53.25%) and forties (54.67%) searched, while people in their twenties were the most likely to buy immediately (29.89%).

Where they go to check depends on the category: review sites such as Tabelog for restaurants, Kakaku.com for electronics and @cosme for beauty all play that role in Japan, and our guide to social media in Japan covers them. Japanese Creators Are Managed Differently

Many established Japanese creators are represented by talent offices or multi-channel networks, and commercial work is negotiated through them rather than with the creator directly. In our experience running campaigns in Japan, a cold direct message in English from an overseas brand to a well-known Japanese creator rarely gets a reply, and when it does, it is usually redirected to the office. TikTok Advertising in Japan

The ad products available in Japan are the ones TikTok sells globally, bought either through the self-serve TikTok Ads Manager or through TikTok’s sales team and agencies. Ad Formats and What Each Is For

In-Feed Ads are the usual starting point, because they are bought by auction, optimised against a goal and easy to test. TopView is the premium slot for a launch day. TikTok recommends booking at least 60 days ahead for a campaign that needs its full impression volume, and since October 2025 new TopView ad groups in Japan are delivered on TikTok Lite by default, so check placements when you book. Branded Mission suits brands that want many creator videos rather than a few polished ones.

The format that matters most in Japan is Spark Ads. A Spark Ad runs a real post as an ad, and all views, likes, comments and follows from the paid promotion accrue to the original post. For a brand working with Japanese creators, this is where the creator campaign and the media plan meet: the creator publishes, the brand obtains an authorisation code, and the best-performing posts are extended with paid reach instead of commissioning separate ad creative. Agree the Spark Ads authorisation and its duration in the creator contract before the post goes live, because it is much harder to negotiate afterwards.

What You Need Before You Can Run Ads From Overseas

Setting up an Ads Manager account asks for a company website, currency, time zone, account name and contact details. TikTok’s help centre is explicit that the time zone, region, business name and currency cannot be edited once the account is created; changes go through customer support. If you want reports on Japan time and billing in yen, decide that at account creation.

You are asked to verify the business when you create the account, using official documents from the list TikTok accepts for your country or region, and verification becomes mandatory once spend passes a threshold set for your market. The TikTok help pages we reviewed on 25 September 2026 do not list a Japanese entity as a condition for targeting ads to Japan. Contracting is a separate question: if you buy through TikTok’s sales team or a Japanese agency, the contracting party, invoicing currency and payment terms follow that contract, so confirm them before committing a budget.

Creative Review: Where Japanese Rules Catch Foreign Brands

TikTok’s Japanese guidance for health and pharmaceutical advertisers states that ads in these categories must comply with Japan’s Medical Care Act, the Pharmaceuticals and Medical Devices Act (PMD Act), the Health Promotion Act and the Act against Unjustifiable Premiums and Misleading Representations. Claims that pass review in other markets often fail here. Three common examples:

  • Absolute or guaranteed claims. Unfounded absolute statements about results, and cosmetic claims outside the 56 efficacy expressions permitted for cosmetics in Japan, are rejected.
  • Before and after comparisons. These are prohibited for such products, with a narrow exception for makeup shown as a temporary effect in the same frame with a disclaimer.
  • Superlatives and comparisons. “Best”, “number one” and comparisons that claim superiority over competitors are listed as violations, as are recommendations attributed to medical professionals.

TikTok Shop and Social Commerce in Japan

Yes, TikTok Shop is available in Japan. It launched on 30 June 2025, and this section reflects the position as of 25 September 2026. The rules and fee structure change often, so we review this section every three months.

Where TikTok Shop Stands in Japan Right Now

Status checked: 25 September 2026. TikTok Shop Japan’s one-year update, published on 28 July 2026, reported that more than 70% of gross merchandise value (GMV) between 30 June 2025 and 30 June 2026 came from purchases that started with content, and that live streams accounted for about 60% of that content-driven GMV. Users in June 2026 numbered more than 30 times the July 2025 figure. Categories now run from food and beverages to fashion, beauty, home and electronics, and a live auction feature was added in April 2026. Brands named in that update include Crocs, Gap and Anker.

For overseas brands, the key point is eligibility. The official Japan seller registration guide lists two seller types: individuals who are Japanese citizens or residents, and businesses registered with Japan’s National Tax Agency. Corporate sellers verify with a Japanese registration certificate or seal certificate, and the representative’s ID must be a Japanese passport, driving licence or residence card. The guide does not describe a route for a company registered only outside Japan, so in practice an overseas brand sells through a Japanese entity or a Japanese distributor that holds the shop. Commission rates are set by TikTok, vary by category and change with promotions, so check the current figures in the Seller Center. Awareness was quick to build: in an online snapshot survey we ran on 2 July 2025, two days after launch, 106 of 193 respondents already knew TikTok Shop had launched, as covered in our TikTok Shop Japan survey.

Why the Southeast Asia Playbook Does Not Transfer

Teams that have run TikTok Shop elsewhere often arrive with a playbook built around fast, promotion-led live selling. The Japanese data suggests a different buyer. Live selling matters in Japan too, but TikTok Shop Japan itself describes the Japanese shopper as someone who wants to understand the product fully and be convinced before buying, and it credits live streams with working because they answer questions in real time. Our own survey points the same way: only 18.25% of Japanese TikTok buyers bought on the spot, and searching the product or checking it on a retail site were the most common next steps. So Japanese live selling looks more like a patient product demonstration than a countdown sale, and it relies on the product also being findable and credible outside TikTok. Creator Tiers, in Brief

Japanese TikTok creators are usually grouped into four tiers by follower count: nano, micro, mid-tier and macro. Smaller accounts tend to have closer relationships with their audiences and work well for niche categories and volume, while larger accounts bring reach and, often, agency representation. Because TikTok distributes videos through the For You feed rather than mainly to followers, follower count tends to predict performance less well than on Instagram or YouTube, and a mid-tier creator with strong content can outperform a larger account. Check the Audience Country Breakdown Before Anything Else

Before you shortlist any creator, ask for the audience country breakdown from their TikTok analytics. Some of the most-followed Japanese TikTok accounts built their audiences with non-verbal content that travels, so a large share of their followers can be outside Japan, and a big follower count may deliver few Japanese viewers. A creator with a smaller audience that is mostly in Japan is often the better buy for a Japanese launch. Disclosure Rules That Apply to TikTok in Japan

Since 1 October 2023, stealth marketing has been a violation of Japan’s Act against Unjustifiable Premiums and Misleading Representations. If a brand is involved in the content of a post, for example by paying for it or directing it, the post must be clearly identifiable as advertising. The legal responsibility sits with the advertiser, not with the influencer. On TikTok, switch on the commercial content disclosure setting, which shows a “Paid partnership” label, and also state the relationship in words such as “PR” or “advertisement” in the caption or on screen, not buried among hashtags. How many people use TikTok in Japan?

About 49.5 million people used TikTok in Japan each month at the end of May 2026, according to TikTok Japan. The figure combines TikTok and TikTok Lite with duplicates removed, and it is up from more than 42 million announced in November 2025. The government’s FY2025 media survey, fielded in December 2025, found that 36.7% of people aged 13 to 79 use TikTok. Yes, and it is still growing. TikTok’s usage rate in the government survey rose from 14.9% in 2020 to 36.7% in FY2025. It is not the largest platform: LINE (92.9%), YouTube (81.5%), Instagram (54.8%) and X (44.7%) all have higher usage rates. TikTok’s role is different from theirs. It is where Japanese users discover products, places and trends they were not looking for, which makes it a top-of-funnel channel. All of them, not only teenagers. Teens (67.9%) and people in their twenties (61.5%) have the highest usage rates, but 44.7% of people in their thirties, 42.6% in their forties and 32.2% in their fifties also use TikTok, according to the government’s FY2025 survey. The fastest growth in the latest year came in the fifties. Women use it more than men, at 41.7% against 31.8%. TikTok Shop reports that about 60% of its Japanese users are 35 or older. Is TikTok Shop available in Japan?

Do I need a Japanese entity to run TikTok ads in Japan?

Not for the ad account itself, based on TikTok’s published help pages as of September 2026. You verify your business with official documents from the list TikTok accepts for your country or region, and the account’s region, currency and time zone cannot be edited after creation. Two other things are different. If you buy through TikTok’s sales team or a Japanese agency, the contract sets the invoicing entity and currency. And selling through TikTok Shop does require Japanese registration. Confirm the current requirements with TikTok before launch.

How do Japanese TikTok users find products?

They discover products on TikTok and check them somewhere else. Do Japanese creators need to label sponsored posts?

Yes, and the legal responsibility sits with the brand. Since 1 October 2023, sponsored content that is not identifiable as advertising violates Japan’s Act against Unjustifiable Premiums and Misleading Representations, and the advertiser is the party held responsible, not the influencer. On TikTok, turn on the commercial content disclosure setting and add a clear text disclosure such as “PR” in the caption or video. Put the requirement in the creator contract. Methodology and Data Sources

Platform figures are self-reported and not directly comparable. hotice survey figures come from reports published on hoticeglobal.com; the two February 2026 reports do not state fieldwork dates or sampling methods. The purchasing report’s headline gives 636 respondents while its body and percentages use 631; we use 631. The TikTok Shop section was checked on 25 September 2026 and is reviewed every three months.
